Abstract

The study in question focused an analysis of the application of Human Rights to the adequate development of Brazilian cities. Cities play an increasingly important role in the Brazilian economy, fiscal and administrativedecentralizationinrecent decadeshasincreased therole of cities in attracting investment and providing public services to their residents. The development of cities has two major challenges: to increase the quality of life of its current residents and to efficiently provide urban infrastructure and public services in order to accommodate its future inhabitants. The right to land is understood as a Human Right and in the Federative Republic of Brazil these Rights are related to the distribution of land in national territory. The Transversal of Human Rights is important in the field of land regularization, in other words, when there is irregular real estate within the scope of the law (public records) in violation of the allotment Law there will be a violation of social rights, since land regularization embodies several social rights arising from the act of organizing, a classic example being the right to housing. The deductive method was used and research techniques such as indirect documentary research were used, such as the Federal Constitution of 1988, Law 13.465/2017, indirect bibliographic research with the use of books, all related, of some with the proposed theme.
