CONSTRUCTION, OPPORTUNISM AND EXPLOITATION OF THE FIRE CRISIS OF THE NURSERY ABC IN THE ELECTORAL CONTEXT OF SONORA IN 2009

The tragedy of the fire at the nursery ABC succeeded in 2009 in Hermosillo, Sonora, in an electoral context as an independent variable, altered the political discourses and electoral agendas. In this scenario the tragedy became a political battle, where each actor positioned within a coalition, made up discursive frameworks of interpretation in response to the tragedy, trying to place them as the dominant narrative to the electorate and the communication medias. In this struggle of frames, each actor and coalition exploded the crisis according to their objectives, whether be free of responsibility, direct it to someone in particular or tilt the voting balance towards certain party, falling with this in opportunistic uses. They leave out and manipulated information and chose not to pronounce by significant changes in laws and public policies related to surrogate nursery's and civil protection, which difficulty the internalization and learning after the crisis.
