Abstract

The research aimed to characterize the social perspective on refugees through the
perspective of environmental bioethics and the ethics of hospitality. The study was
developed through a mixed type of research, whose data were obtained by analysing
the representation and social perception through an online questionnaire. The data
showed that the reception and inclusion of refugees has not been recognized by
society as an agenda of the smart cities’ agenda. Although the presence of refugees
in cities was identified by the respondents, the terminology still brings stigmatized
representations, differentiating them from the conception presented to immigrants. In
addition, the respondents do not recognize the same benefits for refugees that they
seek for themselves in a smart city. The results allowed us to trace interpretative paths
that contribute to the construction of the critical mass that underlie the inclusion of
refugees considering the individualities and singularities of each social group that
composes it, in its understanding it should not be understood as a humanly smart city.
