Abstract

The article shows some deficiencies in Mexican and international legal norms regarding health
contingencies, especially in labor matters. In particular, the health contingency caused by the COVID19 Coronavirus is analyzed. In Mexico and the international environment, it is enough to read
newspapers, watch news and social networks to observe people demanding more and better medical
supplies in hospitals as well as early and timely attention to cases of COVID-19, however, it is
important to know the national and international legal norms and the opinions of important jurists
before we can determine whether or not such complaints are valid. This global pandemic is so severe
that even in some European countries, quarantine is strictly carried out, unlike countries in America
where there are only recommendations to stay at home, but there are no sanctions for people who
choose not to heed government recommendations. The study is carried out through qualitative
research to be able to know what kind of rules we have related to health contingencies and to
determine if these should be reformed, repealed and new and better national and international health
laws need to be created in the coming years.
