GOVERNANCE AS A CHALLENGE FOR INSTITUTIONSIN CHARGE OF THE BUDGETARY PROCESS IN MEXICO

Abstract

Theoretically, the concept of governance has moved from a political interest vision of governance and
stability of the system, to a more inclusive one; defined by the participation resources of the society
as a local development strategy. However, there are governance challenges in the processes
established to direct the State's efforts towards social and economic development, such as the budget
process in Mexico. The objective of this essay is to show, through a brief review of the literature, that
the current budget process of our country, although it considers measures that integrate human and
social development, environmental impact, income distribution and the role of unpaid work, at least
in its normative part, lacks governance mechanisms to reach consensus with society and reflect its
leadership in development. It focuses on the period between 2008 and 2020, based on the
assumption that the budgetary process has, in its normative part, principles that regulate it to focus
its distribution on social impact, but that it lacks governance mechanisms that allow real social
participation in development strategy.
