THE DIGITAL DIVIDE AS A CATALYST OF THE RELATIONSHIP BETWEEN THE E-GOBERNMENT
Abstract
Information and communication technologies (ICT) in public administrations has been considered a
fundamental element for its modernization, open government, transparency and the reduction of
corruption. Some researchers have shown that there is a correlation between e-government and the
perception of corruption, however it is modest. Therefore, the aim of this research is to incorporate
an element to this analysis that has not been considered in other research, the Technological
Development that makes up the digital divide. To achieve this objective, the advances in electronic
government and the perception of corruption in Latin American countries are studied in depth. Also
an analysis was carried out using Pearson's correlation coefficient between the Corruption Perception
Index (CPI) of Transparency International and the United Nations electronic government survey (E-
government survey), using a Index of potentiation of the perception of corruption. This analysis was
carried out from the data of eighteen Latin American countries in a period of 10 years, from 2008-
2018. The results show that there is a prominent correlation between the CPI and E-government, only
when it is potentiated with the indicator of the digital divide
