THE HUMAN RIGHT TO THE INTERNET: GAPS AND FACTORS OF INEQUALITY IN CHIAPAS
Abstract
This paper seeks to analyze from a cross-sectional approach the relationship between the lack of
internet access and the observed levels of municipal poverty from a legal, economic and social
perspective. To this end, a review of the legal framework related to internet access at the international,
national and local levels is made. An analysis is made of the evolution and levels of the percentage
of households with internet access in Mexico and in the different municipalities of Chiapas, then the
correlation between internet access and the percentages of population in municipal poverty is
analyzed for conglomerates of municipalities with high and low levels of internet accessibility and
municipal poverty. Finally, a series of conclusions are presented regarding the regional gaps
generated by inequality in the fulfillment of the current legal framework related to Internet access.
