ANALYSIS OF INSTITUTIONAL VARIABLES FOR STRENGTHENING OF THE MUNICIPALITY IN MEXICO: A GOVERNMENT, DODARIO AND SOCIAL APPROACH

The municipality in Mexico requires solid structures that allow it to strengthen itself as a true institution of government. For this reason, government, finance and social functions are fundamental elements for this local authority for its development and consolidation.The objective of this research is to analyze the institutional variables that strengthen the municipality with a governmental approach as an organ of public power, a financier, from the perspective of authority that has a level of fiscal autonomyinthecollection and exerciseof resources and social aspects defined by the group of people who live and develop under common standards within the municipality. The results obtained through the applied method allow to establish the positive and/ or negative effect generated by the functions, actions and government strategies together with the society. In conclusion, it is possible to point out that the consolidation of the local authority will be possible through a co-responsibility between open and committed governments and an active, participatory and collaborative municipal citizenry.
