Abstract

The study allows to know the perspective of the citizen in relation to the implementation of electronic government in the government-to-citizen relationship employed by the Employment Center of the Ministry of Labor and Employment Promotion. The study was based on the perceptions and opinions of a group of citizens who use the service through the web portal. The research approach used was qualitative, the methodological design was phenomenological, two instruments were used: a semi-structured interview, consisting of seven questions; and the observation, which was recorded in a log of data, these instruments allowed to collect information in three categories. The investigation concludes that the users of the service of the Employment Center of the portal of the Ministry of Labor and promotion of employment, perceive that it is not updated with the new trends in information and communication technologies: and that the state does not give it due importance in improving the government to citizen relationship, resulting in the discontinuity of the implementation of electronic government in the Employment Center service.
