THE REVIEW OF A PUBLIC POLICY FOR CRIME PREVENTION IN MEXICO. THE CASE OF THE NATIONAL CRIME PREVENTION PROGRAM (PRONAPRED)

Delinquency in Mexico and the violence it generates around it is a multi-causal problem, whose effects are resentful throughout society. The high levels of insecurity and the emergence of new criminal realities, caused this issue to be inserted more decisively in the public agenda since the administration of Felipe Calderón. The so-called "war against drug trafficking" was followed by a change of strategy, which included betting on a model of social crime prevention, which would represent a marked distinction in the federal administration of President Enrique Peña Nieto. The National Prevention Program was the flagship policy, which sought to promote local implementations by allocating resources to the states and municipalities of the country. Its development was questioned before a series of deficiencies that compromised its continuity.
